What the 2026 California ADU Laws Mean for Your Anaheim Project

Two bills passed in 2025 directly affect how the City of Anaheim processes your application today.

SB 543 — Faster, More Predictable Permit Reviews

SB 543 primarily focuses on application-processing protections. Notably, it requires local agencies to determine whether an ADU application is complete within 15 days of receipt.

If a local agency fails to issue a completeness determination within 15 days, the ADU application is deemed complete automatically.

If the agency then fails to approve or deny your complete application within 60 days, the permit is automatically deemed approved.
That is a statutory backstop that did not exist before — it means a city simply sitting on your file is no longer an option under California law.

SB 543 also provides that ADUs or JADUs with less than 500 square feet of livable space are exempt from school impact fees.

SB 543 further clarifies that ADU size limits are measured by interior livable space, not exterior walls, garage areas, or structural wall thickness — preventing cities from inflating square footage calculations to push an ADU over a size threshold.

AB 462 — Coastal Zone & Emergency Rebuild Provisions

AB 462 was an urgency measure that took immediate effect when signed on October 10, 2025. It requires local agencies with a Certified Local Coastal Program to approve or deny a completed Coastal Development Permit application for an ADU within 60 days.

AB 462 also authorizes local agencies to issue a certificate of occupancy for a detached ADU before one is issued for the primary dwelling during a declared state of emergency, when the primary dwelling was damaged or destroyed by the emergency and the ADU has received construction permits and passed all required inspections.

AB 1154 — JADU Owner-Occupancy Clarification

AB 1154 narrowed the owner-occupancy requirements for JADUs to only apply when the JADU shares sanitation facilities with the single-family dwelling. AB 1154 also prohibits JADUs from being used as short-term rentals.
If you are adding a JADU with its own bathroom, owner-occupancy is no longer required.

California state law sets the floor; Anaheim’s municipal code cannot be more restrictive. Here is what applies to most Anaheim residential properties today, per ADU Zoning Hub — Anaheim ADU Rules (verified June 28, 2026) and City of Anaheim Official ADU Page:
