San Clemente Permits for a Kitchen Remodel

Any kitchen remodel that touches plumbing, electrical, mechanical systems, or structural elements requires a building permit from the City of San Clemente Building & Safety Division. Per the City’s own permit guidance, “permits are required for all electrical, plumbing, mechanical or structural projects you may want to perform” — and home remodeling is explicitly listed. The City has even published a dedicated Kitchen Remodel handout (BI-11) that spells out minimum code requirements.

For permit applications, the City of San Clemente Building Services office is located at 910 Calle Negocio, Suite 100, San Clemente, CA 92673 and accepts drop-off submittals Monday–Thursday 7:30 am–5:30 pm and alternating Fridays 8 am–5 pm. Residential permit applications may also be submitted electronically.

What Codes Govern Your 2026 Kitchen Remodel?

San Clemente adopted updated building codes effective January 1, 2026, as confirmed by the City of San Clemente’s adopted building codes page. The 2025 California Building Standards Code (Title 24) — published by the California Department of General Services — took effect statewide on January 1, 2026, and applies to all permits issued on or after that date.

Per the Orange County Residential Kitchen Remodel Requirements (revised January 2026), kitchen additions, alterations, or renovations require building permits and must comply with the 2025 California Residential Code (CRC), California Plumbing Code (CPC), California Mechanical Code (CMC), California Electrical Code (CEC), California Energy Code (CEnC), and CALGreen. Covered work includes removal or relocation of base cabinets, countertops, sinks, dishwashers, installed appliances, lighting changes, wallboard replacement, and any modifications to structural, electrical, mechanical, or plumbing systems.

Title 24 Energy Code — What It Means for Your Kitchen

California’s 2025 Energy Code, effective January 1, 2026, per the California Energy Commission, applies to additions and alterations to existing buildings. If your kitchen remodel involves changes to lighting, HVAC ductwork, or insulation, Title 24 compliance documentation is required. Cosmetic work — new cabinets, countertops, and paint — typically does not trigger it. A knowledgeable contractor (like our team) identifies the compliance requirements for your specific scope before permit submission, so there are no surprises at inspection.

Coastal Zone Considerations

Much of San Clemente falls within the California Coastal Zone. Per the City of San Clemente Coastal Planning page, much of the City’s coastal area is covered by a Categorical Exclusion Order (E-82-1) approved by the California Coastal Commission, which categorically excludes many categories of residential development within the defined geographic area from needing a separate Coastal Commission permit. However, if your property is west of the 5 Freeway and outside the exclusion order area, a Coastal Development Permit may apply. We confirm your property’s status at the outset of every project.
