The garage conversion is the most common ADU path for Orange County homeowners, and for good reason.
You are working within an existing structure, avoiding foundation costs and extensive site work.
That is exactly why garage conversions start lower than new detached construction.

no setback is required for an existing living area or accessory structure that is converted to an ADU or to a portion of an ADU.
That means your existing garage footprint is fully buildable, even if it sits closer to the property line than state minimums would otherwise allow for new construction.

Detached ADU Cost in Orange County: Building from the Ground Up

A new detached accessory dwelling unit gives you the most flexibility — custom floor plan, separate entrance, full privacy, and strong rental appeal.
A detached ADU is a separate structure that does not share walls with your main home, and these typically max out at 1,200 square feet.

At our rate of $290–$450 per square foot, a 600 sq ft detached ADU — a solid one-bedroom with open kitchen and living area — runs $174,000–$270,000 with us. Site conditions drive where in that range you land. Factors that push cost up include long utility runs, sloped lots, limited crane access, and premium finishes.

Orange County imposes no minimum lot size for ADU projects, but requires a minimum setback of four feet from rear and side property lines for new ADUs.
That four-foot setback is the state standard and local cities cannot require more —
Government Code Section 65852.2 establishes that local agencies cannot impose development standards that effectively prohibit ADU construction, which means OC cities cannot require setbacks greater than 4 feet for rear and side yards on detached ADUs.

Keep in mind that each city in Orange County has its own planning department and fee schedule.
An ADU in Santa Ana may be planned differently from one in Laguna Beach, Villa Park, North Tustin, Huntington Beach, Irvine, Anaheim, or Costa Mesa.

What the 2026 California ADU Laws Mean for Your Orange County Project

In 2025, Governor Gavin Newsom signed four new ADU bills into law — AB 462, AB 1154, SB 9, and SB 543. Three took effect January 1, 2026, while AB 462 became law earlier on October 10, 2025.
Here is what each one means for your project cost and timeline.

SB 543: Faster Permits and Big Fee Savings

SB 543 was signed by Governor Newsom on October 10, 2025, and took effect on January 1, 2026. All provisions apply statewide to every city and county in California.

The most important dollar-level change:
SB 543 prohibits impact fees upon the development of an ADU that has 750 square feet of interior livable space or less, and requires that any impact fee on an ADU with more than 750 square feet of interior livable space be charged proportionately in relation to the square footage of the primary dwelling unit.
Per the California Legislative Information page for SB 543, this is now codified in state law and enforceable against any city that attempts to charge impact fees on smaller units.

SB 543 also clocks permit intake:
local agencies now have a strict 15-day deadline to determine if an ADU application is “complete.” If they fail to respond within 15 days, the application is automatically deemed complete.

Additionally,
under SB 543, all size measurements now refer to interior livable space — exterior walls and stairs are excluded from the calculation.
This gives homeowners more usable area within the same footprint.

AB 462: Coastal ADU Streamlining

ADUs in the California Coastal Zone are subject to state ADU law. Under AB 462, Coastal Development Permits for ADUs must be processed within 60 days, and appeals to the Coastal Commission have been eliminated for agencies with certified Local Coastal Programs.
If your Orange County property is in a coastal zone — think Laguna Beach, Newport Beach, or Huntington Beach — this directly reduces your permitting timeline and exposure.

AB 1154: JADU Owner-Occupancy

Under AB 1154, also signed October 2025, owner-occupancy only applies to JADUs that share a bathroom with the primary dwelling.

Before 2020, impact fees — school fees, park fees, transportation fees — could add $20,000–$50,000 to ADU project costs. State law now prohibits impact fees on ADUs under 750 sq ft and proportionally reduces fees for larger ADUs.
